On February 14, a Memorandum of Understanding on strategic cooperation was signed between the High Technologies Park (HTP) of the Ministry of Science and Education and Azerbaijan’s leading higher education institutions.
According to the agreement, selected SABAH groups specializing in IT, engineering, and science from Baku State University, Azerbaijan Technical University, and Azerbaijan State Oil and Industry University will be taught at the newly established “SABAH.city” innovation hub within the HTP premises starting in 2026.
In her opening speech, Ulkar Sattarova, Director of the State Agency for Science and Higher Education, provided detailed information on the ongoing expansion of the SABAH program, in line with the Presidential Order on “Expanding and Financing New Higher Education Programs.” She emphasized that the collaboration between HTP and universities within the framework of “SABAH.city” would introduce a new approach to the integration of business, science, and higher education.
Following this, the rectors of Baku State University, Elchin Babayev; Azerbaijan Technical University, Vilayat Valiyev; and Azerbaijan State Oil and Industry University, Rufat Azizov, shared insights into the initiatives implemented under the SABAH program at their respective institutions. They highlighted the necessity of adopting innovative approaches to enhance the quality of higher education.
Nihat Majidov, Director General of the High Technologies Park, presented an overview of the collaboration between “SABAH.city” and higher education institutions. He stated that the project would contribute to improving educational quality by establishing modern infrastructure, updating curricula, introducing an innovative student assessment system, and engaging highly qualified academic staff.
It should be noted that this initiative, covering both undergraduate and graduate students, aims to foster a research- and innovation-driven academic environment, create an advanced academic ecosystem in the participating universities, and implement innovative educational models to better prepare students for the ever-evolving labor market.
