International Student Services Office



The Department coordinates the academic, administrative, and social processes of international students studying at Azerbaijan State Oil and Industry University. The department ensures their integration into the university, regulates their legal status, protects their social well-being, and supports their academic activities. At the same time, it contributes to the university’s internationalization strategy through the management of international students.

Main Areas of Activity

  • Centralized organization of admission, registration, and documentation processes for international students
  • Methodological and organizational support on visa, migration, and legal issues
  • Systematic organization of academic and social adaptation processes
  • Preparation and implementation of orientation programs, cultural and integration events
  • Coordination and support of international mobility and exchange programs
  • Promotion of cooperation with foreign partner universities and student exchange
  • Management of data in a unified database and preparation of analytical reports
  • Establishment of relations with government institutions and оператив coordination

Main Responsibilities

  • Continuous administrative and organizational support for international students from admission to graduation
  • Preparation and supervision of documents related to legal status
  • Operational support regarding accommodation, registration, and daily issues
  • Coordination with academic departments and ensuring active participation in the educational process
  • Prompt response to student inquiries and problem-solving
  • Initiatives to strengthen the university’s international image
  • Formation and management of the database
  • Organization and coordination of participation in international projects and programs

Management

Head of Department: Sabina Aliyeva

She obtained her bachelor's degree in “Information Measuring and Computing Engineering” (1993–1998). In 2004–2009, she earned a Master of Business Administration (MBA) degree from Qafqaz University.

From 2019 to 2022, she worked as an assistant lecturer at the Department of Instrument Engineering at Azerbaijan State Oil Academy, teaching Metrology and obtaining international certificates in this field.

Since 2022, she has served as the head of the internship department, while simultaneously working part-time as a lecturer. Since July 2025, she has been serving as the Head of the Department for Work with Foreign Students.

She has 24 years of work experience. In 2022, within the framework of ASOIU and Haridus Akadeemia Karjaar project, she visited Estonia and Finland for an internship exchange.

She holds ISO 14001:2015 certification in Environmental Management Systems and is a member of the ISO 21001:2018 Educational Organizations Management System (EOMS) integration committee organized by AZSTAND.

She was a winner of the higher and secondary specialized education grant competition (2021–2022). She has participated in organizing and attending the MIMCS international conference (2020–2022, Azerbaijan–Turkey).

In 2012, she participated in a distance education project for people with disabilities in Sighnaghi (Georgia) in cooperation with the Ministry of Education of Azerbaijan. She is also a participant of the International Visitor Leadership Program (U.S. Department of State, 2012).

She is the author of 21 scientific articles and 2 textbooks. She speaks Azerbaijani, Russian, and Turkish, and has intermediate proficiency in English. She has experience working with international partners.
